The pandemic is a multi-sector problem. Not only is the health sector affected, the social and economic sectors are also affected by the Covid-19 pandemic. In the health sector, day by day the number of positive cases of Covid-19 continues to increase and the number of deaths due to Covid-19 continues to occur. The escalation of positive cases and deaths due to Covid-19, which does not only occur at the national level, has an impact at the provincial scale.

In East Java Province itself, the impact of Covid-19 has raised 2 crucial issues, namely: 1) The unequal distribution of vaccines between cities/districts in East Java. In fact, if you look at the existing data, East Java is one of the provinces with the highest number of cases in Indonesia, and 2) There is no transparency of social assistance funds and clear, accurate data for social assistance recipients, resulting in the social assistance budget not being optimally absorbed and creating opportunities for committing criminal acts of corruption.

In order to provide input or policy recommendations on these 2 crucial issues in East Java and as a form of implementation of Law Number 12 of 2012 concerning Higher Education Article 5 paragraph d, namely "the realization of community service based on reasoning and research work that is useful in advancing general welfare and educating the life of the nation".

Therefore, our alliance consisting of Lapor Covid-19, the Student Executive of Brawijaya University, the Student Executive Board of the Faculty of Economics and Business, University of Brawijaya, and the Student Executive Board of the Faculty of Medicine, University of Brawijaya, created a Policy Brief entitled "Evaluation of Pandemic Handling Policies in the Spectrum of Integrity of Social Assistance and Vaccination Implementation in East Java". It is hoped that the input in this Policy Brief can have a positive impact in the form of constructive recommendations for the East Java Provincial Government so that it can later overcome these two crucial issues, namely inequality in vaccine distribution between districts/cities and transparency of social assistance funds, accuracy of social assistance data, as well as the problem of corruption in social assistance in East Java.
