Third Wave Threatens, Regional Covid-19 Data Still Minimal
In the midst of the threat of a third wave of the spread of the new corona virus, data collection on Covid-19 cases in the regions is still minimally improved. Apart from not being updated, a number of regional sites are no longer active. In fact, the data displayed on the site shows pandemic conditions so that it can increase public awareness. Apart from that, researchers also need this data to monitor the pandemic in each region.
The LaporData LaporCovid-19 team observes Covid-19 data collection in the regions via the provincial Covid-19 page. There are at least four parameters that are assessed, namely daily data updates, completeness of Covid-19 data, availability of historical data, and availability of downloaded data for further processing.
Data Update

Based on monitoring up to 29 November 2021 on these sites, the team found that only 20 provincial sites routinely updated daily Covid-19 data. This means that there are still 14 provincial sites that are still having problems. For example, 6 provincial sites are inaccessible because error. These sites are East Java, East Kalimantan, North Maluku, East Nusa Tenggara, West Papua and North Sumatra.
Nine other provincial sites were late in updating data. Four provinces of them don't even exist anymore updates more than a month. These areas are Southeast Sulawesi, West Sulawesi, Riau and Papua. This implies the absence of public information delivery by the relevant provinces. This data must be immediately improved so that the Covid-19 pandemic situation can be monitored closely real time.
Aspects of Completeness of Covid-19 Parameters

The graph above explains the completeness score for Covid-19 data parameters presented on the provincial website. Basically, there are quite a lot of parameters that need to be monitored, such as close contacts, suspected, probable, confirmed cases, number of daily PCR tests, and number of cumulative PCR tests. Regions should be able to complete that data. However, because the data presentation is different for each region, we are focusing on the parameters of confirmed cases which consist of active, recovered and deceased cases, as well as probable cases of death. We consider these four parameters to be sufficient priorities to measure the significant impact of the Covid-19 pandemic on a region.
If the provincial website presents these four things, it gets a score of 3. If only confirmed cases are complete without any probable deaths, it will get a score of 2. If the presentation of confirmed case numbers is incomplete and there are no probable deaths, it will get a score of 1.
Based on the graph above, the majority of provincial sites provide at least confirmed case numbers only. Only nine provinces also include probable death cases in their presentation. Meanwhile, because the sites cannot be accessed, the other six provincial sites cannot be assessed. Regional governments need to complete this data as a reflection of openness to the public. Provinces whose sites have problems should fix them immediately.
Provincial Site that Provides Historical Covid-19 Data

Historical Covid-19 data at the provincial site level is important for analyzing case development trends by sector and as a comparison with releases from the central government or Ministry of Health sites. From the graph above, it can be seen that most provincial sites still do not provide historical Covid-19 data. Moreover, the format for presenting historical data is not all presented in a format that is easy to process further. Therefore, provincial governments need to present historical data on their respective sites. The following are 18 provinces that do not yet provide historical data channels.

Aspects of Downloadable Data Availability

Providing raw data that is easy to process and can be downloaded will help researchers or the public monitor the Covid-19 situation in an area. Especially data that can be provided in CSV format or can be opened in Excel. However, based on this graph, only three provinces provide downloadable data, namely DKI Jakarta, West Java and West Sumatra. These three provinces also present quite good historical data. Meanwhile, 90 percent of provincial sites in Indonesia do not provide downloadable data. This makes it difficult for researchers to process data.
Based on these four parameters, the provinces of DKI Jakarta and West Java are the two provinces with a fairly good provincial Covid-19 data site ecosystem. In general, the two provinces present sufficient data and information compact with informative visualization. DKI Province has consistently provided Covid-19 data in an easy-to-download form, namely Google Spreadsheet per date and down to sub-district level. In fact, data on the development of Covid-19 vaccination per date has also been presented. Likewise the West Java Covid-19 site which is usually known as Pikobar. The data and information presented is quite systematic and very open to various parties who want to access it because it can be downloaded in CSV, XLSX and even API format options which can make it easier for people to utilize this data.
On the other hand, we think that the DKI Jakarta and West Java Province sites would be even better if we took several things into consideration. For example, the data site in the form of a DKI Jakarta Covid-19 data table with a value of N/A at the sub-district level (as shown in the image below) is displayed again in the previous format. The availability of numbers on parameters other than the Covid-19 positive number will help in analyzing the pandemic situation down to the sub-district level.

Likewise with the province of West Java. The West Java Pikobar website has not consistently quoted the source of the figures presented in the Covid-19 table per region as shown in the excerpt below.

It can be seen that there are differences in taking the numbers for confirmation parameters from the Ministry of Health while other parameters are taken from reports from District/City health offices in West Java. We question the differences in data sources. Moreover, based on previous LaporCovid-19 findings, there is a difference in positive numbers between provincial sites and the accumulated provincial numbers from city/district sites. Therefore, data sources need to be uniform based on reports from the health office for each city/district.
In general, provincial Covid-19 sites in Indonesia need to maintain consistency updates data and also improve the quality of data presentation. This can provide an opportunity for certain elements of society who can provide a new perspective in dealing with the Covid-19 pandemic situation. The following is a table of recommendations for each provincial site based on these four parameters.
