How Effective is Emergency PPKM?

July 22, 2021 – The government has established Emergency PPKM through Minister of Home Affairs Instruction number 15 of 2021 to respond to the recent spike in cases. At the same time, the Minister of Health said that the government would increase the number of daily tests to 400 thousand to 500 thousand tests per day, quarantine all close contacts of confirmed cases, and would guarantee the facilities and infrastructure of health facilities.1 However, in the field what happened was actually a decrease in the number of testing from more than 100 thousand people per day to only 65 thousand people on July 21 2021.

Implementation of Emergency PPKM includes closing, blocking areas and prohibiting the opening of several places that have the potential to become crowd centers. However, this policy is often violated. Residents complained that the closure was disrupting their livelihood
In their daily lives, residents also complain about a number of violations of Emergency PPKM regulations committed by several offices.

Findings
Through the chatbot channel, LaporCovid19 received 528 reports from residents during the Emergency PPKM from 3-24 July 2021. These reports varied, from violations of health protocols, inadequate health facilities to reports regarding stigma and social assistance. 302 of the reports complained about violations of health protocols in offices and business centers, in public places, such as fields, roadsides and similar places, as well as many individuals who were confirmed positive but did not isolate themselves.

In the office sector, reports from banking employees and laborers actually show that there is no health protection from employers. Bank employees and factory workers must still work as usual, even if there are positive cases in the work environment. Even the protection of bank workers is not heeded, several positive cases in this work environment are often covered up by the office and the office does not make any protective efforts.

We also received 161 public complaints about health services regarding the difficulty of getting to hospitals, isolation places, health center services and online consultations. We also received 48 reports about stigma in society in the form of exclusion and violence. Where residents who are confirmed positive are actually ostracized, even expelled from their boarding house or neighborhood, and have difficulty finding a place to isolate. Apart from that, we received 16 reports about social assistance, where residents complained that it had not been provided
receive social assistance during this Emergency PPKM period.

Based on these findings, LaporCovid-19 encourages the government to:

  • Not carrying out control, coercion and restrictions along with sanctions without compensation to guarantee the fulfillment of daily needs. Thus, the implementation of PPKM must be carried out simultaneously with fulfilling guaranteed community needs.
  • Reduction of work capacity in the office (WFO) for essential sectors (maximum 35%). The government is obliged to ensure that companies or offices, whether private or public, comply with these regulations in order to reduce and prevent transmission rates in
    work environment.
  • The implementation of PPKM must be balanced with a consistent increase in 3T capacity (testing, tracing and treatment). The government must consistently increase 3T according to WHO recommendations by conducting at least 1 test per 1000 population
every week. In this press conference, Yemiko Happy from LaporCovid-19 said that the high number of reports from residents shows that the implementation of Emergency PPKM is still not being carried out effectively by the government. The absence of guarantees of meeting basic needs during Emergency PPKM means that people continue to carry out activities to earn a living.

Responding to citizen reports submitted to LaporCovid-19, Yanuar Nugroho, a public policy researcher, said that the government needs to take policies in handling the pandemic based on the data provided. robust. “I see that the decision taken by
