Are DKI Jakarta Residents Ready to Enter the New Normal?

Jakarta, 4 June 2020. Community safety behavior is one of the keys to success in overcoming the Covid-19 pandemic. The World Health Organization (WHO) also stated that one of the conditions that countries must fulfill before entering the new normal is community involvement and participation.

In this regard, LaporCovid19.org collaborated with the Social Resilience Lab of Nanyang Technological University (NTU), Singapore, to conduct a social survey to measure the level of readiness of DKI Jakarta residents in facing the new normal era that has been planned by the government. This survey measures the level of risk perception and behavior of Jakarta residents which includes six variables: risk perception, knowledge, information, self-protection, social and economic capital.

By applying the Quota Sampling method with population variables per sub-district, an online survey was conducted using Qualtrics which was distributed via the instant messaging application (WhatsApp) to residents of DKI Jakarta. Distribution of the survey was carried out through the Indonesian Red Cross (PMI) network, the DKI Jakarta Governance Bureau, and several sub-district contacts in DKI Jakarta. Apart from that, the survey was also distributed randomly through various community network contacts in DKI Jakarta. The survey was carried out from Friday 29 May to 2 June 2020 and succeeded in collecting 3,079 valid respondents. Analysis was carried out using the Spearman rho formula.

The education level of many respondents included advanced education, namely high school graduates (40.08 percent) and bachelor's degrees (41.86 percent). Meanwhile, the types of work are quite evenly distributed in the informal and formal sectors. The largest proportion are students (31.89 percent), followed by the private sector (27.46 percent).

In terms of health risks for Covid-19 infection, respondents with comorbidities were spread across five types of disease, namely heart disease, diabetes, hypertension, tuberculosis and other lung problems. The proportion of respondents with congenital diseases was much lower than respondents without congenital diseases. Currently this survey is still ongoing. However, seeing the urgency, we analyzed the incoming data, and for now the results can be presented as follows:

a. The respondents have a fairly strong tendency to protect themselves.
b. Even though the level of knowledge of respondents regarding Covid-19 shows quite good, respondents still need definite, precise and more accurate information about the pandemic that comes from information sources that are trusted by the public.
c. The quite worrying social and economic conditions influence the low perception of risk in general.
d. Overall, from this social aspect, DKI residents are not ready to enter the "new normal" era, at least until the risk perception level is high enough (>4.00) so that safety behavior becomes better.

Based on the findings above, this survey shows that even though they feel they have enough information, knowledge, insight, social capital, and a strong tendency to be careful not to be exposed to the corona virus, DKI residents feel they are not ready to enter the "New Normal" era. Therefore, it is not yet time for the discourse on implementing a new "New Normal" life order to be implemented for the residents of DKI Jakarta.
