July 3, 2021. The spike in Covid-19 cases in Indonesia has increased deaths. Apart from patients who died during hospital treatment, many people reported the death of family members or colleagues at home while undergoing self-isolation. This phenomenon is a real portrait of the collapse of health facilities which makes it difficult for Covid-19 patients to get proper medical services. This situation is exacerbated by poor risk communication, which causes some people to avoid going to the hospital and choose to self-isolate.
Based on the results of the LaporCovid19 team's search on social media Twitter, online news, and direct reports from residents to LaporCovid-19, we found at least 265 victims who died positive for Covid-19 while in self-isolation at home, while trying to find health facilities, and while waiting in line at the hospital emergency room. Deaths outside health facilities occur only during June 2021 to July 2 2021.
This condition shows that the government is neglecting to fulfill its citizens' right to health during the pandemic, as guaranteed by the Health Quarantine Law no. 6 of 2018. This law guarantees that during the pandemic, every citizen has the right to receive appropriate medical services. It is clear that this is also part of a violation of human rights guaranteed in the 1945 Constitution of the Republic of Indonesia.
A total of 265 fatalities were spread across 47 cities and regencies from 10 provinces, namely DKI Jakarta, Banten, West Java, Central Java, DIY, East Java, Lampung, Riau Islands, Riau and NTT. The province that recorded quite a lot of deaths outside of hospitals was West Java with 97 deaths from 11 cities/districts. The province with the highest distribution was found in Central Java, where incidents occurred in twelve cities/districts. The following table details the number of deaths per relevant province.
| Province | Number of deaths outside hospitals | Number of City/Regency Distribution |
| West Java | 97 | 11 |
| Special Region of Yogyakarta | 63 | 5 |
| Banten | 40 | 3 |
| Central Java | 22 | 12 |
| East Java | 18 | 7 |
| Jakarta | 17 | 5 |
| Riau | 5 | 1 |
| Lampung | 2 | 1 |
| Riau islands | 1 | 1 |
| East Nusa Tenggara | 1 | 1 |
This number certainly does not represent the actual conditions in the community, because not everyone reports it to LaporCovid-19, social media, or is reported by the mass media. We are concerned that this is the tip of the iceberg and must be anticipated immediately to prevent more deaths outside health facilities. Apart from strengthening health facilities and health worker resources, there must be strict mobility restrictions to prevent the continued increase in the rate of case transmission which will increase the risk of death.
For the sake of data accuracy and completeness, the LaporCovid-19 Team needs reporting support from the Indonesian people in various regions in this data collection.
